POST GRADUATE DIPLOMA IN URBAN AND REGIONAL PLANNING
Philosophy Urban and Regional Planning all over the world seek after the good of society. This is pursued physically (infrastructural), socially, economically, politically, culturally and psychologically. The fact that every society has this same aspiration suggests that as long as the quest for a sustainable good society exists, planners will always be needed. Statistics of existing planners to stand in this gap in the various levels of government and communities in Nigeria suggest the need for training more planers in our institutions. The philosophy of Urban and Regional Planning Programme of the Federal University of Technology, Yola is geared towards professional practice, teaching and research. As earlier stated, the programme considers planning as a means through which we can bring about a harmonious relationship between man, the built environment and nature. PROGRAMME OBJECTIVES The general objective of the programme is to provide opportunity for training for planning and non-planning related candidates. The specific objectives of the programme include: a. Equipping students with theories, models, principles and techniques in use of Urban and Regional Planning. b. Developing students= ability towards analytical, predictive/ anticipatory, and prescriptive abilities in solving urban and regional planning problems. c. Preparing students for technical, academic and managerial related activities in field of planning and related environmental sciences. d. Providing an effective bridge between the intake=s original training and further education/professional capability in the field of Urban and Regional planning. Thus strengthening the existing government institutional capacity for the development of planning proposals. The programme will cover lectures, assignments, tutorials, fieldwork, individual projects and studio design practicals. Duration of the Programme The duration for full time study is 12 months. Students however have a maximum of 24 calendar months to complete all the requirements for the programme. MODE OF STUDY Full time training, consisting of lectures, continuous assessments, examinations, tutorials, fieldwork and studio courses. ENTRY REQUIREMENTS The following categories of graduate may apply for admission into the PGD (URP) programme: a. Urban and Regional Planning graduate of FUTY or any other University acceptable to the Postgraduate School and Senate, who hold a minimum of Third Class Degree and thus, do not qualify for the Masters Programme. b. Graduates of a minimum of Second Class Lower Division degree from FUTY or any other University acceptable to the Postgraduate School and Senate, in Architecture, Building, Land Surveying, Civil Engineering, Geography, Estate Management, Economics, Sociology, Law and other related disciplines. c. HND holders Upper Credit in URP or Lower Credit HND with at least 5 years experiences after graduation. EXAMINATION AND ASSESSMENT Students will be examined in all aspects of the curriculum of the Postgraduate Diploma in Urban and Regional Planning, normally in the semester and year in which they are studied. A final assessment for the Postgraduate Diploma is based on a candidate=s performance in the examination. Internal examiners and external examiners nominated by the Departmental Postgraduate Board and approved by the Postgraduate Board and Senate form the final examination panel. All other rules and regulation shall be as contained in the Guidelines for Postgraduate studies in the Federal University of Technology, Yola. Job and Career Prospects Successful PGD students will be adequately equipped for careers in State, Federal Ministries and Local Government Offices, State and Federal Government Parastatals such as Federal Capital Development Authority, Urban Development Bank and Oil Companies. Course DescriptionPL601 HISTORY OF CITY PLANNING: 2 UNITSThe history and evolution of urban and regional planning thought in Europe, America and Africa. Physical planning as a distinct activity. Influence of 19th and early 20th century concept on modern urban planning. The changing role of the planner and case studies of the planning process. Spatial inequalities and the origin of regional planning and national development planning. PL602 HOUSING AND URBAN RENEWAL: 2 UNITSThe formulations of housing policies and programmes in various countries of the world. The determinants of standards and criteria in the design of houses. Formulation of minimum desirable standards of space and environment in building design. Ecology Versus economic perspectives on environmental planning. Housing finance in the private and public sectors. Housing management. The role of government in housing. Rural housing of and community development. Housing needs, demands and supply. Urban renewal as a technique for improving living conditions. Cost and benefits of urban renewal schemes. Economic and social considerations for urban renewal. Management of urban renewal schemes. PL603 URBAN PLANNING THEORIES, PRINCIPLES & TECHNIQUES: 2 UNITSMethods. The cities and central place systems. The nature of cities, the hinterland, classical models, factorial ecology and microeconomic explanations or urban spatial structure. Economic base and input-output methods. Methods of population projections. National and Regional income. Accounting and industrial complex analysis. Methods of evaluation in planning, methods of cost benefits and goal achievement analysis. Planning programming and budgeting systems. PL604 TRANSPORTATION PLANNING: 2 UNITSIntroduction to various aspects of contemporary transportation problems in the third world as compared to developed countries. Transportation Analysis: Theory and methods employed by planners in the process of solving transportation problems; travel trip production analysis, modal split, trip distribution and trip assignment techniques. Transportation policies and programs. Planning transport network services delivery systems. PL605 LANDSCAPE DESIGN AND ENVIRONMENTAL MANAGEMENT: 2 UNITSLandscape planning in the context of overall landuse (master) planning; design of urban and rural landscape, evaluation and use of natural landscape elements (vegetation and relief), aesthetics principles of landscaping standards, specifications and materials. Practical projects on selected landscape sets (parks, gardens, boulevards, urban streams courtyards, etc). Ecological background and the physical, human and the planning processes, use to misuses of the environmental issues, policies and agencies. Environmental conservation, protection and preservation; Improving Nigerian attitude to environmental planning and management. PL606 URBAN AND RURAL SOCIOLOGY: 2 UNITSTheories and models of development. Historical explanation and the Sociology of development in the Eastern and Western block. Special attention is paid in this course to such topic as the causes and characteristics of under-development and the role of external and internal factors such as foreign aid, multi-national corporations, centre-periphery relations and un-equal exchange in the third world underdevelopment. Development paths and options in the sociology of development as well as rural and urban sociology are also to be discussed. PL607 REGIONAL DEVELOPMENT PLANNING: 2 UNITSIntermediate microeconomic analysis: The price system as a planning modes market as planning modes. Applications to planner-client relationships. Procedural rationality. Ethical implications. Institutional dynamics as planning processes and inter-organisational field as planning modes. For each planning mode, structure, failure, domains of competence. PL608 URBAN LAND ECONOMICS: 2 UNITSThe land resources of Nigeria. Land as a factor of production. Population growth and landuse. Land tenure system. Land and property markets, legal controls on landuse. Economic basis of urbanisation. Urban structure and landuse patterns. Effects of land Value on the operation of the price mechanism. The land development process. Financing of developments. The economic factors governing development and redevelopment. Effects of taxation on landed properties. PL609 INFRASTRUCTURE DEVELOPMENT PLANNING: 2 UNITSIntroduction to various aspects of contemporary urban infrastructure problems in the third world as compared to the developed countries. Infrastructure analysis: Theories and methods employed by planners in the process of solving infrastructure problems. Demand for and supply of infrastructure, given case studies, principles and elements of human settlements, the various approaches to spatial, social and human resources available for infrastructure planning. PL610 PLANNING LAW AND ADMINISTRATION: 2 UNITSDetailed Studies of Planning Acts and Legislations in Nigeria. Land laws, the public Health code and the Housing Code. Laws on compensation with reference to Nigeria. History and development of local Government in U.K. and Nigeria and effects on Urban Planning. Urban government systems, the enforcement of development control, Zoning politics of planning in Nigeria. PL611 COMPUTER ASSISTED URBAN DESIGN: 2 UNITSApplications of computer in urban design and planning. Formats, shapes, demand criteria, projections and customisation of designs. PL612 PLANNING SEMINAR: 2 UNITSAn advanced Seminar on selected special planning topics on Current issues in urban and regional planning. Content to Vary every year ranging from Gender, Participation, Politics Population Growth, Poverty and Crime. PL613 RESEARCH METHODS IN PLANNING: 2 UNITSSources of data for planning: Social survey methods and design of questionnaires. Descriptive and inferential statistics including chi-square and Analysis of Variance Techniques. Multivariate Methods; factor analysis, Grouping Techniques and Correlation. PL614 SITE ANALYSIS & ENVIRONMENTAL PLANNING: 2 UNITSPlanners role in site analysis. Basic elements in the Environment, which affect design process. Methods of site analysis. Conceptualisation, development, refinement and presentation techniques for planning. Difference between presentation drawings and working drawings. Schematic plan and standard scale. Site analysis and environmental planning with examples drawn from selected projects. Relation of site with design solution. Site selection factors for various typologies. Geomorphologic aspects of site, infrastructure and site development. PL615 STUDIO I: 3 UNITSThe studio is a design project based on a selection for the class by the Department for the session. PL 616 STUDIO II: 3 UNITSThe studio work is a design project allocated to the students as an exercise in the practical applications of the theories, principles and methods learnt during the lectures. The projects vary enormously in contents ranging from new towns, urban renewal, master plans, industrial layout, recreational facilities, academic institutions etc. PL697 PROJECT I: 2 UNITSA research Project, original and planning oriented. At this course, the conceptual framework is developed, together with the sharpening of research problem and methodology under an approved supervisor. PL 698 PROJECT II: 4 UNITSContinuation of PL697 except that this course demands supervised field data analysis, writing-up and submission of a bound project at the end of the semester.
