FUTY GETS NEW VICE CHANCELLOR

Professor B.H. Usman has been appointed as the new Vice Chancellor of the Federal University0 of Technology, Yola (FUTY). Until his appointment, Professor B.H. Usman was the past Deputy Vice Chancellor (Administration) and Acting Vice Chancellor, FUTY.

He has a B.Sc. in Agriculture (Soil Science) with a second class honours, upper division degree, from the University of Maiduguri. M.Sc. in Soil Chemistry, University of Reading, England, U.K. and Ph.D in Soil Fertility and Fertilizer Management from the University of London, Wye College, England, U.K.

He now becomes the 6th Vice Chancellor of the Federal University of Technology, Yola.     More>>

MASTER OF TECHNOLOGY (M. TECH.) IN URBAN MANAGEMENT

INTRODUCTION

Although the settlements of yester-years were much smaller communities, limited in population and activities, which make them somewhat simpler to manage, urbanisation rates these days suggest very important emphasis on cities. In no distant future, we may all be living in cities and mega cities!  Today and in the foreseeable future, more and more settlements all over the world will be towns and cities with more complex environment, which will require better skills and proper training to manage.

The present situation is such that very many of the people charged with the responsibility of managing our cities are casual city managers: They are untrained, unskilled and consequently less efficient city managers. Some exercise rulership over the cities by outdated creeds and customs passed on through family lineage, which have since proved to be highly deficient. Indeed, present city managers are certainly unprepared for the jobs they are doing. Since our common future may be highly dependent on these ad-hoc city managers, it is a matter of utmost importance and urgency to provide the relevant opportunities for training the untrained and retraining the present city managers for the challenges of the all important task of city management. The Masters Degree Programme in Urban Management is a step in this direction.

PHILOSOPHY AND OBJECTIVES

The philosophy of the Urban Management Programme of the Federal University of Technology Yola is to produce competent, resourceful, accountable, responsible and environmentally conscious decision makers for towns and cities in Nigeria and in other countries of the world. It is therefore the aim of the Master of Technology Degree programme to both train erstwhile non-professional urban managers and further train holders of lower qualifications in Urban Management in the requisite theories and practice of contemporary urban management and to prepare the intended higher calibre professionals to acquire necessary skills in sustainable revenue generation for developmental purposes, infrastructure management as well as the sustenance of peace, progress, growth and development in existing and emerging urban centres.

PROGRAMME OBJECTIVES

The objectives to achieve the above-stated goals include:

a. to develop students’ understanding of Urban Management through exposure to theories, methods and techniques for planning, designing and managing the urban environmental dynamics.

b. to assist the students to acquire constructive  understanding of the relation between the social, economic, technological and legislative framework of society within the physical and other integrative social and economic planning processes requiring a comprehensive education and training in the planning, designing and management of the total environment both from theoretical and practical perspectives.

c. to provide students with varied practical experience of emerging urban management problems derivable from interactive training fora, case studies and educational visits, and

d.  to encourage the students to develop interest in particular urban management skills and research methods.

Those targeted for these programmes include:

a.  Municipal infrastructure, utilities and services staffers as well as other professionals having major roles to play in Urban Management.

b.   Local government administrators and politicians of all grades.

c.   Members of the traditional councils and community opinion leaders.

d.   The military, police and other para-military officials.

e.   Educators and researchers in urban management and other related fields.

f.     All other qualified members of the society who have interest in undergoing a course of training in Urban Management.

SCOPE OF PROGRAMME

The programme will cover formal lectures, Seminars, individual and group assignments, field studies and field data collection and analysis. There will be a project dissertation to be examined through a Seminar and Oral Examination by a Panel of External and Internal Examiners.

ENTRY REQUIREMENTS

Candidates to be admitted into this programme must have the following qualifications:

a.   A relevant degree from the Federal University of Technology, Yola or any other recognised University at the minimum of the Second Class Lower Division, or

b.   A Post Graduate Diploma not lower than the Upper Credit level in Urban Management of the Federal University of Technology Yola or any other recognised institution or a Post Graduate Diploma in an acceptable Environmental, Engineering, Technology, Social Science or Humanities discipline.

All Nigerian applicants must also submit evidence of having undergone the National Youth Service Corps (NYSC) scheme or present an official exemption there from

Job and Career Prospects

At the end of the course, holders of the Masters of Technology Degree in Urban Management of the Federal University of Technology, Yola shall be able to:

a.   Work in the various Municipal and Local Government Councils as Urban Managers.

b.   Work for LGAs, States and Federal Government agencies and parastatals as managers of urban infrastructure, utilities and services units.

c.   Work as consultants to towns unions and community development organisations.

d.   Direct maintenance works at the township.

e.   Design appropriate and efficient security measures for cities and municipal areas.

f.     Budget, generate and efficiently manage municipal accounts.

g.   Develop a rich and resourceful databank for developmental decision making at the urban level using appropriate computer programs.

h.   Define roles and responsibilities for all actors in the urbanscape towards the achievement of a sustainable urban environment.

i.      Develop pragmatic but highly efficient urban management structure for city-based institutions, agencies and parastatals.

j.     Make decisions with environmental consciousness on city development and revenue generation projects.

k.    Mobilise NGOs, CBOs and other citizen-oriented agencies to partake as responsible stakeholders in city development process.

UM701: URBAN LAND ADMINISTRATION & DEVELOPMENT CONTROL (2.0 Units)

Determinants of landuses – social, economic, public interest and physical control on landuses. Their interrelationships and the evolution of the overall pattern in cities. Urban activity systems and their impact on landuse and transportation. Land use analysis. Principles of landuse design. Planning standards. Urban growth factors; land demand and use projections, demographic and economic factors in urban development. Operational, restorative and development planning, master plan, new town, and social responsibilities of the planner. The concept of development and sustainable development. The city plan making process. Contraventions of City planning provisions and the various punitive measures. Stop orders and police powers. Planners’ protection amidst occupational hazards, compensations, renewal and demolition orders. Resettlement sites design principles.

UM702: ENVIRONMENTAL IMPACT OF URBAN DEVELOPMENT PROJECTS (2.0 Units)

The Environment as man’s commonwealth requiring jealous protection.  The National Environmental Protection Act (NEPA) of the United States as a wave starter on the need for Environmental protection. Illustrations of the need for EIA from diverse developmental projects including oil and gas industries, agricultural projects, dams, breweries as well as small/medium scale industries.  The search for a more responsive measure of standard of living outside GDP, GNP, GNI etc. The EIA process and case studies. Emphasis of this course to be on the need for development proposals to be subjected to EIA before approval for implementation.  Tasks on selected projects in the immediate environment.

UM703: URBAN ENVIRONMENTAL MANAGEMENT (2.0 Units)

Urban versus rural environment. The industrial revolution and the need for urban environmental planning and management. Physical development planning and the existing planning law provisions. The concept  of development and sustainable development. Nigerian and State Environmental laws and policies, environmental protection institutions and their mandates. Environmental hazards and abatement devices, including physical planning measures. Role-playing in the protection of the environmental for future generations.

UM704: PUBLIC – PRIVATE SECTOR PARTNERSHIP (2.0 Units)

The public sector of the Nigerian economy and its inelastic capabilities. The need for public – private sector partnership in the development process.  The concepts of collaboration, synergy, networking, cooperation and integration. Levels of participation including information, affiliation, collaboration, cooperation, and partnership. The concept of stakeholder. Stakeholders roles, responsibilities and benefits. Nature of communities.  Motivation, mobilization and catalyzation of communities. Initiatives. Community institutions.  Community Based Organisation. Community based approach to development. Counterpart funding arrangements: its benefits, problems, and ways forward. Sourcing, securing and management of international development aids. City to city cooperation.

UM705: PUBLIC TRANSPORTATION MANAGEMENT (2.0 Units)

Fundamentals of urban transportation. Systems components for rail, road, air, water, pipeline, continuous systems etc. Methods of collecting information on technological developments in transport. Energy shortage and the transport sector. The urban passenger, his needs and the available transportation modes to meet the needs. Environmental control in transport through national and international organisations e.g. IMO, ICAO, NMA, IRU etc. Environmental factors in transport e.g. noise, vibration and exhaust pollution; measurements and legal limits. Accident and systems safety.

Urban transportation infrastructure: roads, rails, canals, airports and pipelines. Road network and land use; road congestion issues and trip generation/trip attraction. Traffic management and the roles of associated agencies and personnel. Assessment of Urban Mass Transit Schemes and private/public transportation outfits in Nigeria. Transportation organisation management. Transportation policies and programs. General safety issues in urban transportation. Practical project on alternative solutions to identified urban transportation problems.

Inland water transportation and general safety issues in urban transportation. State and future of air and rail transportation in Nigeria. Contemporary transportation problems in the third world as compared to developed countries. Practical project on alternative solutions to identified urban transportation problems.

UM706: SUSTAINABLE INFRASTRUCTURE DEVELOPMENT & MANAGEMENT (2 Units)

The Habitat Agenda 21 as a key to the emphasis on the sustainability concept. The basis of the sustainability concept. Economic infrastructure: roads/rails/canals/airports; electricity, telecommunication and water supply infrastructures. Social infrastructure: health, education and information dissemination facilities, as well as fire and postal services. Infrastructure demand and supply, standards as well as maintenance. Capital input demand for sustaining these infrastructure. Role of government and institutions in the realistic strategies for infrastructure financing and structures for user-paying approach: Metering, pre-paid devices, tolls etc. Place of Health Insurance Schemes, Education Trust Funds etc in social infrastructure sustenance.  Practical internship in selected institutions to study need, cost, supply, capital input, returns, organisation and recommendation for specific infrastructure.

UM707: URBAN DATABANK DEVELOPMENT AND MANAGEMENT (2.0 Units)

The digital dispensation and the power of information. The essence of city databank for rational decision-making. Emphasis to be on the application of contemporary information technology tools for sourcing and safekeeping city-relevant data including demographic and civic registration data, employment, schooling, health, legal and other useful city data. Research methods in Urban Management. Questionnaire design for specific data sourcing, data collection, analysis and presentation techniques. Updating/retrieval of information from city databank. Treatment of classified data and restricted access to city databank. Practical applications of the GIS and LIS tools for handling data including map/plan production.

UM708: GOOD GOVERNANCE AND THE RULE OF LAW (2.0 Units)

The philosophy of different types of government. The concept of order. The Law, Decree, Edit, Bye Law, Order and Regulation as different degrees of city regulating ordinances.  Their hierarchy as well as the law making process. Citizens’ rights, responsibilities and privileges. The rights of the accused. The due process on city affairs and the judicial process. Specific cases of private land ownership and city land needs for public uses. Principle of compensation. Tenants and the Law. Citizens’ participation in law making and the judicial process. Citizens’ input into governance appraisal. The input of peers and higher order levels of government in assessing governance.

UM710: URBAN SECURITY (2.0 Units)

The concepts of crime and safety. City security apparatus: the police, the military and para-military agencies; efficacy of the vigilante arrangements in Nigeria. The debate of regional/state police outfits. Slums and crime relationships. Efficiency of the city security apparatus.  Security consciousness, crime prevention, peace enforcement and the rights of the accused. The court, adjudication of justice and the prisons and remand homes. Occupational hazards and the rights of workers. Strikes, protests and riots. Road safety and the enforcement of traffic regulations.

UM711: URBAN SYSTEMS EVALUATION (2.0 Units)

Criteria for evaluation of urban centres: Infrastructure state, condition, adequacy and distribution. Service delivery criteria. Liveability studies of selected Nigerian urban centres. Economic yardsticks for municipal assessment. Environmental quality assessment. Objective and subjective urban assessment tools. Checklist development. Public opinion and the use of Opinion Polls. Competence-based assessment. The principles, benefits and cautions in the utilisation of self-assessment, peer group review mechanism and comparative assessment yardsticks.

UM712: URBAN CONFLICTS & CONFLICT MANAGEMENT

The dispute and conflict concepts. Causes, effects and prescriptions to prevent urban conflicts. Frontiers. Trade and professional conflicts. Arrangements for declaration and resolution of trade disputes. Causes, effects, prevention and controlling rallies, public processions, demonstrations and riots. Management of urban crises, civil disobedience, parallel government, insurgence and insurrection. The concepts and fundamental basis of accord, roadmap, truce, treaties, ceasefire and resolutions. Contemporary issues in urban conflict resolutions including ethno-religious grouping, minorities in relegated dispositions, indigenes and settlers dichotomy, activities of the Public Complaints Commission, Boundaries Commission, Civil Liberty Organisations, Rent Tribunals, and Industrial Arbitration Panels.

UM713: COMMUNITY REVENUE GENERATION & FINANCIAL MANAGEMENT (2.0 Units)

Community needs versus community revenue. Near-exhaustive identification of possible sources of income for the city administration. Statutory sources of city revenue.  Taxation principles, forms of taxes, levies, contributions, investments etc. Banking and bank loans; stock market and capital market, collaterals etc. Public accounts: simple income and expenditure accounts; Cash book; Audit principles; Auditors reports and mechanism for fraud elimination from city accounts. City council investments.

UM714: THE URBAN AGE AND MANAGEMENT IMPLICATIONS (2.0 Units)

The urban age. Challenges of urbanisation and future technological capabilities, future city population stress on the available resources. Challenges of automation and computer based possibilities to employment in the cities and the concept of urban poor. Challenges of servicing skyscrapers; land requirements in future cities and possible solutions far in advance. Demographic prescriptions aimed at future city management possibilities. Diverse implications of urbanisation for the society of tomorrow.

A feedback course where the student presents an independent paper on current issues in the parlance of urban management. Special emphasis will be demanded of the student on very specific implications of and recommendations on selected issues.

UM716: SEMINAR ON CRITICAL ISSUES IN URBAN MANAGEMENT (2.0 Units)

A student based feedback course where the student presents an independent paper on issues accepted as critical in the practice and advancement of knowledge and best practices in Urban Management. Special emphasis will be demanded of the student on very specific implications of and recommendations on issues selected.

UM721: POPULATION AND URBANISATION STUDIES  (2.0 Units)

Introductory demography and urbanisation. Nature, trends and patterns of urbanisation in developing countries. Rural-urban migration and urbanisation. Relationship between urbanisation, industrialisation, transportation and modernisation.  Policies and strategies in planning with regards to urbanisation in less developed countries. Planning standards and subdivision control; land policies/ownership pattern.  The city as a system. Mathematical modelling of structure systems. Landuse estimation and projection methods.

UM722: CITYSCAPE BEAUTIFICATION AND MANAGEMENT (2.0 Units)

Visual elements in the urban context.  Form, scale, colour, texture. Design resources for urban beautification - natural and artificial features. Building and enrichment materials.  Relationships. Space and design. Aesthetic qualities - in relation to residential, educational, industrial space.  Case studies. The urban look. Other concepts in landscape design. Basic elements of the landscape, climate and landscape design goals, processes and analytical methods.  Landscape construction materials and methods. Design exercise on major landscape projects on different land uses/sites e.g. housing, erosion, flooding, transportation, industry, parks, forest, beaches, land reclamation, landscape conservation and management techniques.

UM723: MUNICIPAL GOVERNMENT ADMINISTRATION (2.0 Units)

The traditional level of government. Municipal administration. Concept of grass root democracy and citizenship participation in the development process. Structure of Local Government administration; roles, responsibilities and relationships of desk officers at the different levels in the structure of governments at the local level. Relationship of the local administration with the State and Federal administrations. Specific roles of the Local Governments in the Nigerian Constitution and development implications for the urban communities.

UM724: TECHNOLOGY AND CITY DEVELOPMENT (2.0 Units)

Science, technology and development. Social change and technological changes. Possible influence of tomorrow’s technology on future cities in terms of transportation, leisure and recreation, family size, relationships etc. The concept of acceptable technological development and non-acceptable technologies. National and international policies on technological development and city growth.

UM725: MUNICIPAL WASTE MANAGEMENT (2.0 Units)

Sanitation systems as techniques for improving living conditions. Cost and benefits of Sanitation system. Problems facing urban sanitation systems. Economic and social consideration for sanitation system.  Management of sanitation system. Urban Drainage system, urban Hydrology, Urban Microclimate, Urban waste Disposal System, Urban Greening. Integration of Environmental Planning with city growth, development, and Participatory Environmental Planning

UM726: INFRASTRUCTURE MAINTENANCE AND MANAGEMENT (2.0 Units)

Planning consideration and design standards for public utilities services such as drainage, electricity, water, sewage, telephone etc. The concept of maintenance. Maintenance practices: Preventive, Corrective, Eliminative, Predictive, Overhaul, Routine and Planned maintenance. Citizens’ attitude to urban infrastructure maintenance in Nigeria. Case studies and prescriptions for efficient and effective infrastructure maintenance. Quacks and their activities in infrastructure facilities maintenance. Problems of maintenance. Needs, demand and supply of infrastructure. Given case studies of infrastructure decay and maintenance approaches. Financing maintenance of infrastructure facilities.

UM797: PROJECT I (2.0 units)

A supervised research project that must make substantial contribution to knowledge in general and Urban Management in particular. A formal Research Proposal formulation, Presentation and defence at a Departmental Seminar where student shows ability to identify urban management issues, present a research design and theoretical basis of the work.

UM798: PROJECT II (4.0 units)

Original Research in which the candidate is expected to demonstrate a proper grasp of the concepts and analytical techniques in the area of specialisation. The dissertation shall be defended before a panel of internal and external examiners.
