PHILOSOPHY AND OBJECTIVES
This
MPA programme is designed to meet the need for modern administrators in
public sector organisations. That is, administrators who understand the
administrative process and all factors that affect it, including vital
issues fore, meant for public servants in the employment of the federal,
State or local governments, Ministries, agencies or parastatals for the
purpose of eventually utilising the training acquired in their respective
places of work. Thus, the programme is designed to meet the manpower needs
of the public sector as well as those of private individuals who may wish
to take up jobs in the public sector.
OBJECTIVES
i. To impart on the students knowledge and skill to enable them solve
numerous administrative problems in the public sector.
ii. To ensure that at the end of the programme, students must have acquired
competence and expertise in public administration.
ADMISSION REQUIREMENTS
i. Candidates will be required to hold at least a Second Class Honours
Division from any field from approved Universities. Those with lesser
qualifications will only be admitted at the discretion of the department
and the post graduate school subject to passing a qualifying examination
administered by the Department.
ii. Holders of HND/HD with PGD with at least lower credit in relevant
fields are also eligible for admission into the programme.
EMPLOYMENT OPPORTUNITIES
The
graduates of these programmes can work as management executives in small,
medium and large industries in both the private and public sectors of
the economy. They can also work in public utilities and enterprises. They
can turn to be self employed by setting up and managing their businesses,
thereby creating jobs for other people.
DURATION
i.
For the full- time MPA programme, the duration is 15 months including
3 months of industrial attachment and project work.
ii. For part-time MPA programme, the duration will be 24 months including
3 months of industrial attachment in the students? respective organisations.
MODE OF STUDY
i.
Course work and Seminar.
ii. Industrial attachment is compulsory for all the students of the Department
to enable them work in industrial environment and to match theory with
practice. This will be for 3 months. The students are also to carry out
project work with relevant local applications.
AVAILABILITY OF STUDENTS FOR THE PROGRAMME
The
students for this programme are readily available within the country.
The public servants in the employment of the Federal, State, and Local
Governments, Ministries, agencies and parastatals are all potential candidates
for this programme. Private individuals with HND or degrees are readily
available for this programme. The demand for the programme is high amongst
this class of people.
RESOURCES AND FACILITIES
STAFF
The programme will be run in the Department of Management Technology. However,
it is interdisciplinary, thus, the department will make use of lecturers
in Information Technology Department, Maths/Computer Department, Stat/OR
Department, Agric Econs. & Extension Department and the staff of Bursary
Department where necessary. Already five lecturers have been appointed
for the Department of Management Technology. However, there will be the
need to recruit more academic staff for the
Department.

FACILITIES
Library Facilities
Library space for books and reading is adequate. However, there will
be need to purchase text books, academic journals and periodicals that
are relevant to the proposed programme.
Computer
Facilities
The computer centre will serve the Department of Management Technology.
However, there will be need to make available desk computer in the department
for the staff.
Lecture
theatres/classrooms
The existing lecture theatres/classrooms will be used by the students
of Management Technology Department. In addition, some lecture classrooms
have been created out of the new SMIT complex.

COURSE DESCRIPTION

701 : PUBLIC POLICY ANALYSIS (2 UNITS)
Analysis
of public policy in terms of the socio-economic and political contexts
in which policies are formulated and implemented. The various Government
policies will be examined. Elements of power relations will be discussed.

702 : THE NIGERIAN PUBLIC ADMINISTRATION (2 UNITS)
An
evaluation of Public Administration from the colonial era to date. Environmental
variables in public administration and how they have influenced the practices
of principles of public administration. The structure, functioning and
processes of the governmental administrative institutions at Federal,
State and Local levels. The role of public administration in national
development.

703 : DECISION MAKING IN ORGANIZATIONS (2 UNITS)
Decision
making in relation to human and material resources, the operational modalities
and the management of the complex organizations. Decision making with
respect to management functions: planning, organising, controlling, forecasting
etc. Bureaucracy. Emphasis will be placed on innovative techniques in
management decision making.

704 : MANAGEMENT INFORMATION SYSTEM (2 UNITS)
An introduction to computers and application, in the public and private
organisations. This course provides the steps followed in feasibility
studies, system analysis, system design, and implementation for computer-based
system. Computer programming using COBOL or FORTRAN, knowledge of these
languages is used to develop and implement typical business systems. Other
topics to be covered include data processing, manual and mechanised systems.
Planning design, evaluation and administration of management information
systems with emphasis on computer based systems.

705 : RESEARCH METHODS IN PUBLIC AFFAIRS (2 UNITS)
Identification of administrative problems for research, research types,
theoretical framework of research literature review and hypothesis formulation,
research designs, data analysis and interpretation writing, research proposals
and report.

706 : ADMINISTRATIVE LAW (2 UNITS)
Principles of administrative law, administrative institutions, the legislative,
administrative and judicial powers of the administration, delegated legislation.
Judicial control of the administration, proceedings against the administration.
Analysis of approaches to Administrative Law: the Nigerian experience.

707 : POLITICAL ECONOMY OF NIGERIA (2 UNITS)
Students
will be exposed to political economy as an orientation in understanding
power relations. Nigerian political system, contending views on political
economy. Issues and themes in modern political economy.and budgeting system.
Revenue allocation and budgeting systems.

708 : LABOUR AND PRODUCTIVITY ANALYSIS (2 UNITS)
Meaning
and measurement of productivity. Theories of productivity, and how labour
can be put to the most productive use within the most productive use within
an organization. Emphasis is placed on job/work simplification, work measurement,
work study, motivational theories and techniques necessary for workers
productivity.

709 : NIGERIAN PUBLIC PERSONNEL ADMINISTRATION (2 UNITS)
The
students are expected to apply their knowledge of theories and concepts
of personnel to the public sector. This entails examining colonial and
post-colonial experience, reforms and contemporary structure, process
and problems of public personnel management in Nigeria.
MP 710 : TOPICS AND ISSUES IN THE NIGERIAN POLICY MAKING PROCESS (2UNITS)
The
nature and dynamics of policy making. Topical issues in the study of policy
making in Nigeria. The role of commissions in the policy process. Policy
making process at the Federal, State and Local levels.
MP 711 : NATURE AND ENVIRONMENT OF PUBLIC POLICY (2 UNITS)
Definition, constituents and purpose of public policy. The dynamics of
policy change with emphasis on the environment as the source of policy
inputs, the recipient of policy changes.

712 : MANAGEMENT OF PUBLIC ENTERPRISES (2 UNITS)
Definition and nature of public enterprises, management principles and
techniques, management by objectives (MBO). Constraints and opportunities
that the management of public enterprises faces. Lessons of the experience
of advanced countries in the management of public enterprises.

713 : POLICY FORMULATION AND EVALUATION (2 UNITS)
The nature and dynamics of public policy formulation. A comparative analysis
of approaches to policy formulation by the three ties of government. Evaluation
of public policies is aimed at examining, through a set of criteria, the
various strategies employed in the execution of public policies and programmes
in the achievement of specified goals.

714 : LOCAL GOVERNMENT FINANCE ( 2 UNITS)
Various approaches to financing the local government in different political
systems will be discussed taking into consideration the environmental
factors. The financing of services through taxation, rates, fees, licenses
and other sources of internally generated revenue. Debt administration.

715 : LOCAL GOVERNMENT ADMINISTRATION IN NIGERIA (2 UNITS)
A developmental analysis of local government and administration in Nigeria
from pre-colonial era to the present. Theories and principles of local
government administration. Problems of local government organisation,
finances, staffing, impact of party politics, administrative problems.

716 : INTER-GOVERNMENTAL RELATIONS (2 UNITS)
The concepts and analysis of various dimensions of inter-governmental
relations with special emphasis on Nigeria. An examination of the legal
fiscal political and administrative relationships between the three tiers
of Government (Federal, State and Local Governments). The pattern of this
relationship and its effects on the performance of governmental functions
and public administration in general.

717 : COMPARATIVE LOCAL GOVERNMENT (2 UNITS)
This course focuses on a comparative analysis of local government in Nigeria
and some selected countries emphasising the African experience.

718 : PROGRAMME & PERFORMANCE EVALUATION (2 UNITS)
An examination of the goals and objectives of government programmes. Examination
of the appropriateness of performance evaluation in government programmes.
The course will expose students to the various methods by which governmental
programmes may be evaluated.

719 : PROBLEMS OF LOCAL GOVERNMENT IN NIGERIA (2 UNITS)
This course focuses on specific problems of local governments in Nigeria
and the various approaches at solving these problems.

720: POLITICS OF THE BUDGETING PROCESS(2UNITS)
Emphasis
will not only be on the politics of resource allocation to governmental
institutions/organizations annually but also on the politics of revenue
allocation in Nigeria since 1946.

721 : PRINCIPLES, STRATEGIES & METHODS OF PLANNING (2 UNITS)
The
principles of planning, strategies and methods of planning. Desirability
of programme planning philosophy behind programme planning, elements of
effective planning, advantages of planning. Planning and national development.

722 : NIGERIA PLANNING EXPERIENCE (2 UNITS)
The
concept of planning, the planning system in both the federal, state and
local governments in Nigeria. The role of various Ministries/organizations
in the planning process. The various economic, social and political factors
that influence the planning system. The planning constraints in Nigeria
and the Nigerian Planning experience since 1960.

723 : PRINCIPLES, STRATEGIES & METHODS OF BUDGETING (2 UNITS)
Definition
and concept of budgeting. Essentials of budgeting, importance of budgeting.
Principles and methods of budgeting, PPBS. Budgeting as a critical component
of corporate planning servicing among others, the management functions
of allocation, coordination, control etc. The use of the budget as a management
tool. Examination of budgetary systems in various political systems. A
comparative analysis of budgetary systems in Nigeria and some selected
countries with particular reference to Africa.

724 : PROGRAMME AND PROJECT ANALYSIS (2 UNITS)
An
examination of the objectives, goals and methods for achieving governmental
programmes. The necessity for programme planning. Principles and methods
of project analysis and project management. Estimation of potential demands
and flow of resources. Project linkages and design.
MP 797 : RESEARCH SEMINAR (2 UNITS)
Each
student will write a seminar paper for presentation.

798 : RESEARCH PROJECT (4 UNITS)
Each
student is expected to write a research project on appropriate topic in
public administration, using their knowledge of Business Research Methods.
