The Library of the Federal University of Technology, Yola was established along with the institution in 1981. It did not inherit any material from any quarters. It stated with its own materials. The library was operating in a temporary building until 3rd October, 1990 when it moved to the present building which also is a temporary arrangement. The new library complex was named after President Ibrahim Babangida and commissioned by Mr. President himself on 3rd October, 1990. It is a storey building with two main reading halls. 10 large offices including a work room and several comfort rooms located at both the ground and first floors. At optimum utilization, the main halls were designed for an optimum capacity of 750 reader spaces and book stock of 50,000 volumes. Presently, it has a stock of over 20,000 volumes of books and about 6,585 volumes of journals. The books are arranged on the shelves according to the Library of Congress Classification Scheme. Library’s opening hours vary according to the following schedules: -
Semester
period: - The use of the library is normally restricted to registered users only. Registration as a library user is open to all persons in the following categories: - (i) Full-time and part-time senior teaching and research staff of the University. (ii) Members of the University Council. (iii) Registered full-time and part-time undergraduate/graduate students of the University. (iv) University employees other than those mentioned above. (v) Non-members of the University permitted to use the library.
Penalties for Various Library Offences Library users who fail to return any books in accordance with the library rules (that is on or before the date-due) will be liable to a fine of 50 kobo per day in respect of each “Open Access” volume not returned. In the case of “Closed Access” materials, the overdue fine shall be at the rate of N1.00 per hour after 8.00 a.m. of the due date.
Material
not returned will be paid for or replaced. The fine for each item shall
be five times the current cost. Replacement shall be made within a fortnight
and a fine for the necessary overdue period paid.

Be suspended from the University for one semester for the first time the
offence is committed; Students who impersonate for the purpose of borrowing library facilities shall be suspended from the University for one semester. The Library is housed in a storey building. The ground floor comprises of Readers’ Services: Open Access, Reference section; and Technical services division. The first floor houses the Serials Division; Reserve Book Unit; Collection Development Division; and Research and Bibliographic Division (Postgraduate Division). LIBRARY STOCK The main Library has sitting capacity of 750 users, and can accommodate up to 50,000 volumes of books. Presently the Library has a total stock of over 25,444 volumes of books and about 3,921 current journals and 8,564 volumes of basket journal titles. Ibrahim Babangida Library is currently in the process of networking its services. Eventually all the services will be computerized whereby users will go on-line and search for what they need directly via computer, i.e. OPACS (On-line Public Access Catalogue). LOAN POLICY A bona fide undergraduate student can borrow a maximum of 3 books for two weeks while it is 5 books for a period of 2 weeks also for Postgraduate students. However, at the end of the loan period such books can still be renewed subject to the loan circumstances at the time of renewal. Reference materials and serial publications for room use only in order words, they cannot be borrowed out of the Library. Similarly, Senior members of staff are entitled to a maximum of 5 books for a duration of one month, while Junior staff can borrow 3 books at a time and keep them for two weeks. Borrowing No material shall be removed from the library without its being recorded in the manner prescribed by the University Librarian. Books for loan may be borrowed by senior staff for a period of 4 week and by students and others for a period of 2 weeks. Students are allowed to borrow up to 3 books at a time. While the teaching staff are allowed up to 5 books. Open Access Books are available on regular loan to staff and students. Senior staff are entitled to a maximum of 6 books at a time for a period of one month after which they must be returned on or before the due date. Post Graduate Students are entitled to borrow 5 books for two weeks. A borrowed material can be renewed at the end of the loan period provided that no other user wants it. Junior staff and students are entitled to 3 books at a time for a period of two weeks. Similarly, such books are subject to renewal. On the recommendation of lecturers and the University Librarian, some materials are placed on reserve for students use. These materials are usually on high demand. They are used on a two hourly basis which can be extended provided no other user wants them. Books here can be borrowed for overnight use and must be returned the following morning before 8.00 a.m. Periodicals are not to be borrowed except with special permission from the University Librarian. However, this permission may only be granted to final year students and academic staff. Books in the reference section are for use in the Library only. In other words, they cannot be taken out of the library. The library undertakes photocopying services of both library and non-library materials. The charge for photocopying is N5.00 per page and N10.00 for extra large size papers. Photocopies of materials which are not held by the library but requested by users are obtained at a cost from other libraries. (i) Admission of student into the library is granted only on the production of library identity card. No student will be allowed into the library without this card. (ii) Umbrellas, bags and personal copies of magazines and newspapers would not be taken into the library. (iii) Smoking, eating and drinking are not allowed in the Library. (iv) Children and animals are prohibited from the library. (v) Users should not reserve seats in any part of the library. (vi) Users shall leave all consult book and journals on the table and should not attempt to re-shelve then. (vii) Photocopying services are offered in accordance with copyright law. The costs are N4.00 per page for library materials and not-library materials N5.00 payable in advance. The cost of photocopying is subject to revision. (viii) On leaving the library, all users much surrender their books and papers to the security at the exist for inspection. (ix) All library users leaving the University are required to obtain clearance from the library to indicate they are not in possession of any library materials. (x) Library users who fail to return any borrowed book on or before the due date will be liable to a fine of N1.00 per day up to 7 days and thereafter the fine will be N5.00 per day. (xi) Materials not returned will be paid for or replaced. Where the offender opts for the former, the fine shall be five times the current cost of the item involved, but where, he chooses to replace the item, the replacement must be done within a fortnight.

(xiii) Students who impersonate for the purpose of borrowing library facilities shall be suspended from the University for one semester. (xiv) A Library user found marking or to have marked library material(s), furnishing, or structure shall be barred from using the library for one semester or more, depending on the value of the material(s) marked or damaged. (xv) All cases of lost borrowers’ tickets or identify cards must be promptly reported at the circulation desk. The cost of replacement is N10.00 for both identity card and borrowers’ ticket.
